Ukraine wants a no-fly zone, and some groups or factions may therefore use a false flag operation to scare Western Europeans until hysterical or hawkish media force weak politicians to intervene in the war.
Ukrainian soldiers can also hide in the vicinity of nuclear plants, giving Western populations the impression that combat relatively near atomic reactors is a threat to entire Europe.
A no-fly zone can be counterproductive since Kremlin is evil enough to rely on medieval tactics like using artillery to bombard cities until starved Ukrainian soldiers give up.
Some have said that NATO should give fighter jets to Ukraine and let Ukrainian pilots fly them, but when Russian radars detect that fighter jets are flying from NATO to Ukraine it will not be possible for Russia to verify that these pilots are Ukrainians.
Things will get really spicy when or if NATO intervenes. Russia can then eventually be forced to destroy Starlink and GPS satellites that keep the Internet running. This will contribute to destroying the AI robot panopticon in the West, and that is good for original non-cyborg humanity. It helps in the fight against "Skynet" (Skyborg).
